Concept
Of Operations:
This
Standard Operating Procedure will be implemented by the Senior responding
Fire Officer when he/she has reason to belive Hazardous Materials or a
terrorist device (Chemical, Biological, Radiological, Nuclear or Explosive)
is involved with the incident or when requested by the Chief Executive,
Mayor(s) or Emergency Management Director or his/her designee.
Fire
Chief or Senior Official at Hazardous Materials Scene:
- Implement
the Incident Command System to manage a Hazardous Materials (HM) incident/accident
in accordance with Occupational Safety and Health Administration (OSHA)
Code of Federal Regulations (CFR) 29, 1910.120, paragraph (q).

Identify primary and secondary hazards of materials involved in the
incident.
- Establish
HOT, WARM and COLD ZONES.
- Appoint
a scene Safety Officer.
- Determine
level of Personal Protective Equipment required for Hot Zone and Warm
Zone operations.
- ENSURE
responsible party/parties performs site clean-up and disposal or enters
into a contractual agreement with a competent HM clean-up company to
clean up and dispose of all hazardous substances and/or contaminated
equipment at the scene. TEMA/EMA maintains a current list of Hazardous
Materials Clean Up companies and 24 hour contact numbers.
- ENSURE
population protection actions are coordinated with other response agencies
at the scene.
Activate Mutual Aid as needed.
- Designate
Staging Area for responding Mutual Aid providers, as needed.
- Designate
Staging Area Manager, as needed.
- ENSURE
appropriate local and state government notifications are made. The Tennessee
Emergency Management Agency (TEMA) must be notified of any incident
or accident involving Hazardous Materials; reference Tennessee Code
Annotated (TCA) 58-2-301. TEMA will notify and/or request assistance
from other State and Federal sources as needed. TEMA will also provide
phone patches, response and other forms of assistance as requested.
Local Hospitals must also be notified when the HazMat Team responds
to an incident.
- ENSURE
overtime, response expendables and food cost records are maintained
so the jurisdiction can recoup its response expenses; reference TCA
58-2-304.

Attend daily Policy Group meeting and provide up-dated information regarding
the incident/accident.
- A written
action plan should be completed on all incidents.
- HazMat
Team debriefing should be conducted after all HazMat incidents to critique
performance.
- A
minimum of 2 HazMat Team members are required to return to the EOC to
ensure equipment and vehicle(s) are properly stocked - which includes
ensuring all vehicles and generators have sufficient fuel, and that
the HazMat Van and/or Equipment Trailor are resupplied and back to response
status.
- Action
plan and other documentation is to be forwarded to the EMA Director
within 24 hours.
- All
HazMat Team members are required to follow NFPA, OSHA, TEMA and federal
guidelines at all times.
Carroll
County Hazardous Materials Team:
Communications:
- All
Team members will have either a pager or portable radio.
- The
Haz-Mat team should be notified on the first alarm if the call is in
the county and there is a report of a hazardous material spill or leak.
Other arriving units can disregard the Haz-Mat team if the senior fire
official determines the team is not needed. The senior fire official
from any municipality can request the Haz-Mat team for their jurisdiction
as needed.
To activate the Haz-Mat team, team members will be paged out on the
county fire net with the designated Haz-Mat tones.
- Fire
or HazMat responder(s) on the scene should advise responders that are
in-route of entry corridor when responding to an incident.
Training:
- HazMat
training must incorporate ISO standards.
- At
a minimum all team members shall complete operations level Haz-Mat training,
some team members shall be trained to Haz-Mat Tech level. A
probationary period of 6 months is required for all new HazMat Team
members.
- The
Haz-Mat team members shall attend monthly training to maintain response
status, team members who miss 50% of training annually will be removed
from response status.
- All
technicians must complete a minimum of 8 hours Haz-Mat training annually
to maintain their Haz-Mat Technician certification per State guidelines.
(The 8 hours annual training is the responsibility of each technician).
